Broken Windows and Somali Pirates
Weakness attracts predators; strength deters them
In the 1970s New York City had given in to predators.Autos parked in NYC with doors unlocked had plaintive signs "NO RADIO." The victims had given up. New York City was cleaned up by Mayor Giuliani and Police Commissioner Bratton through attention to the "broken window" thesis; if one broken window remains unrepaired and no-one is held accountable, it tells vandals and other criminals that there is no authority that cares enough. Soon, all the windows get broken and other crime proliferates. If, however, the broken window is repaired AND those responsible are found and punished, ALL crime is deterred. Today's examples of 'NO RADIO" has North Korea firing a three-stage rocket and the U.S. President calls for disarmament and cuts the missile defense budget. Pirates take ships and owners quickly pay ransoms.Iran announces 7,300 centrifuges to make nuclear bombs and nothing happens. Hamas fires a few more missiles into Israel and everyone ignores it. Pakistan transfers power to the Taliban and Sharia Law in its North West Frontier and the world stands idly by.A Mexican drug war goes on with little notice.There are still approximately 260 hostages being held by Somali pirates. Predators and aggressors constantly test the limits of what they can get away with.
