Why does Obama extend a friendly hand to America's enemies but the back of his hand to our friends?

During Obama's "Ich bin ein Beginner" speech in Berlin, he indicated that he preferred to be a citizen of the world ( to being, parochially, an American.) It is nevertheless strange that he seems clearly to prefer our traditional foes to our traditional friends. It seems that he didn't and doesn't believe in American exceptionalism; one can wonder what kind of Americanism he believes in at all. Was he indoctrinated during his 20 years of listening to the Rev. Jeremiah Wright or was it that he was comfortable with that position, and predisposed to it, all along?
